Japanese Keyboard Issue

If a Fujitsu unit is purchased with the Japanese operating system already installed, then the drivers needed for the Japanese keyboard are already installed, and the Japanese keyboard will work flawlessly. Apparently, though, installing a retail copy of Windows in Japanese does not yield the same results. The proper drivers for the Japanese keyboard cannot be installed while using a retail copy of Windows in Japanese

If the operating system is a retail copy of Microsoft Windows XP and the user has installed the Japanese language component, check the Regional and Language Options in the Control Panel. Even if the operating system is in Japanese, check the Languages tab in the Regional and Language Options to be sure the Text services and input languages details have the Default input language set to Japanese. In addition, be sure that under Installed services, Keyboard is set to Japanese. If it's not, add the Japanese keyboard by clicking Add and choosing the proper keyboard from the drop-down list. Once you apply the settings, your Japanese keyboard will work by way of the drop-down character/sounds list mentioned below.

Windows XP FEP program converts English to Japanese characters. When a key is pressed, a list of Japanese sound will appear. The user chooses the proper sound and meaning for the words they are attempting to create. This is the way the program was designed to work

Ultimately, the keyboard is working in the way that it is designed
